How are parks considered to be National Parks?

I was wondering, there are some parks that are State Parks and there are some that are National Parks. How does the government decides which ones are which?
Since different people own the different parks, like tkahrs12122 said, and since all of the parks are in a state/states, how does the federal government own that particular park?
